Summary	0001513: Add new web form for input of badges and write new parser
Description	Use TinyMCE (https://www.tiny.cloud/docs/demo/basic-example/) for input of badges from the users. The formatting of the html page is kept and it is really easy to parse all badges. Write a new parser that use this new data.
